Willie Baker
Independent Consultant Rail, Metro and Road Passenger Transport


Short Profile: 

Willie is an international authority on rail, metro and road passenger transport emergency incident management and has extensive experience in leadership and development training in both the public and the private sector. He is a licensed practitioner of many psychometric instruments, including BELBIN, MYERS-BRIGGS and BLANCHARD. 

Willie has written and reviewed strategic plans and procedures at government, regional and local level whilst collaborating with emergency services, national stakeholders and partner agencies.  He has been instrumental in writing, delivering and evaluating training and conducting live exercises at international, national and community levels.

Willie Baker served for thirty three years’ in the British Transport Police, (BTP) the national police force for Britain’s railways and the oldest, most experienced “Transport Police” organisation in the world. His emergency resilience credentials date from the mid 1980’s and were put to the test in 1999 when he was the first ‘silver’ commander at the Paddington (Ladbroke Grove) train crash, and he is now regarded as a subject matter expert in relation to passenger transport emergency incident management.  He  is also the Transport Emergency Management lead for the Cabinet Office Emergency Planning College, Easingwold UK.
